CONFLICTING ACCOUNTS. KAISER CLAIMS VICTORY. RUSSIANS CLAIM RETREAT,

The Kaiser telegraphed Von Beth-mann-Hollweg regarding the Masurian Lake battle, eaid: "Under my own eyes the new levies proved equal to the old troops. Neither cold, snow, nor the tenacity of the enemy impeded the victory. Our losses were fortunately small. My joy at the glorious success diminished at the sight of a flourishing district laid WBste and devoid of all human presence. The enemy in senselesß rage during flight burnt or destroyed almost ths last-house." Petrograd, Friday. I'bn official Gazette stateß it was necessary to exercise secrecy regarding the East Prussian operations. The T German movement was foreseen a fortnight before it occurred, and precautionary measures were taken. The Russians retired in order to tire the enemy and occupied a concentrated position. BUKOVINA TROOPS FALL BACK. Petrograd, Friday. Official.—Fighting on the Niemen and Vistula continued on the 17th, and reached the maximum of stubbornness in the Augustovo region and the Serapico-Plonßk roads. Our detachments in Bukovina retreated beyond Pruth.
