GERMANY'S FOOD PROBLEM.
POSITION BECOMING SERIOUS. FRONTIER DUTY ABOLISHED. Amsterdam, Sunday. The Berljn municipalities have ordered bakers, to reduce their output of bread by one-fourth. The Cologne municipality has forbidden wheaten bread, except by doctors' prescription, rye bread being obligatory. Several German newspapers declare that the food situation is much mora serious than people believe. An Austrian decree limits the amount of flour and rye in bread to one-half, the remainder to be barley, rice, potatoes and other substitutes. A Rome decree abolishes the frontier duty on cereals and flour, and reiuces the railway freights by subsidised lines. The decree empowers the Government to regulate the sale of cereals and flour.
