FORMER SEEKING AN OPENING. RUMANIA READY IN MARCH. London, Thursday. The Echo de Paris states that as Turkey has failed to settle the Ilodoidah incident according to promise, Italy threatens action. Copenhagen, Thursday. German advices from Sofia state that Rumania has informed Bulgaria that her military preparations are not directed against the latter. Rumania will not] be ready for war before March. London, Thursday. The newspaper Kumanie, published in Bucharest, states that Mr Asquith's declaration that Britain has undertaken the war on behalf of the honour and independence of small States, has found an echo in Rumania, which knows that the present moment is one not for words, but for deeds. Rumania will esteem it a great honour to fight for national unity beside Britain.
