Von Moltke. in an interview, pub" lished by the Berlin papers, said ho never for a moment doubted that Britain would participate in the conflict. Britain's was a self-interested policy alone, and was unchanged. She had been prepared for war a long time. The Belgian queestion WRB merely a pretext.
