The Times in an article on British naval strategy, attributed to an American naval writer ranking next to Mahan, said the Biitißh fleet bad accomplished what was expected of it. Circumstances had produced strategy of the highest order, and England was still mistress of the seas. Amateur strategists who, tie manded that the English fleet shall steam madly, ever minefields in Older to reach the Germans, simply aßk the English to commit national suicide. A policy of watchful waiting must be- pursued. Every jnan is doing his duty which is as much the keynote of service to : day as in Nelson's day.
