POSITION OF ROUMANIA.
PEOPLE FAVORABLE TO ALLIES Milan, Saturday. Tha newspaper II Secolo' reports that there ia a conflict between the King of Roumania and his Ministers. Tha King, actuated by his family ties with the Hohenzollerns, addressed the Crown Council and produced a secret alliance and treaty. He insisted that Roumania should march on the side of Germany and Austria. The Ministers resisted the King, who is finding popular feeling against him. He is accused of seizing every opportunity tfi commit breaches of neutrality. He supplied German naval reserves with provisions, cannon, and numerous bellicose provisions. The people of Bucharest, the capi-, tal of Rumania, are acclaiming British and French victories, and demanding war against Austria.
