GERMAN LEAGUE'S APPEAL. London, Wednesday. The German Humanity League has issued an appeal to the civilised world from Rotterdam, in the course ot which it states that the inevitable end of the war is the deposition of the despot whoße true aims and character are nakedly revealed.
