GERMAN ARMY IN FRANCE.
REINFORCED FROM PRUSSIA. Petrograd, Thursday. It is reported that the Germans are sending back the first line of troops from East Prussia to Francs. Apparently tba reason for the first transfer was the stampede of practically half the population of Northeast Prussia before General Rennenkampf, causing a panic in Berlin.
