WILL PROBABLY DEMOBILISE. Received this day, 12.45 a.m. Constantinople, Tuesday. The motive for repealing the capitulations was to justify the inordinate war preparations in the eyes of the public. It is expected the Porte will now partially demobilise. Petrograd, Tuesday. Mussulmans in Egypt,the Caucasus, and Tunis have informed the Committee of Union and Progress at Stamboul that Turkey must not rely on them if she make war on the Triple Entente.
