REPORTED GERMAN OUTRAGES.
BELGIAN MINISTER'S STATE MENT. The High Commissioner reports, under dat« London, August 25, 5.30 p.m., under the heading "Official":— "The Belgian Minister has issued a startling statemert containing a long list of outrages committed by German troops and vouched for by a committee of inquiry. ■:j "Belgian troops, resisting an attack by German cavalry, killed a German officer. No civilian took part yet the village of Linsm'eau was invaded by German artillery, cavalry and machine guns. "Notwithstanding the assurances of the Burgomaster that no recently fired guns were found, houses were burned and peasants, divided into groups, were afterwards found in ditches with their skulls fractured by rifle butts. "German cavalry entered Velm while the inhaitants were asleep, fired the houses and looted them, seized undressed women and shot their busbands'
"An old man was hanged headlong and burned alive. "Children were outraged and wounded. "Soldiers were hanged.
"A Belgian commander narried Van Damme and sevreal wounded were foully murdered." The report includes many other similar atrocites.
