It ia reported in diplomatic circles that at the final interview between Sir Wm. Goschen, British Ambassador to Germany, and Herr von Bethmann-Hollwegg, Imperial Chancellor, the latter with considerable irritation said he was unable to understand England's attitude, adding: "Why should you make war upon us for a scrap of paper?" Sir William replied that he understood Herr Hollweg's inability to comprehend Britain'o action, but England attached importance to that scrap of paper,-because it bore her signature in addition to Germany's
