'ln the House of Lord*, Earl Crewe introduced jfche amending bill on the lines'Of the Premier's March proposal. .He said the bill gave the widest possible latitude for amendment There would -be two general elections before permanent exclusion wasfpossible. The bill provided for obligatory reconsideration of excluiion, but did not provide for automatic inclusion. A member of tjie Government would be appointed to deal; with Irish business in Britain, the civil governthe isjceluded area would be exercised -by the Lord-Lisutenant through the Department. The constituencies of tne excluded area would send members .to the British Mouse of commons, and a joint Exchequer, Board ? would apportion between the excluded and included areas. Lord Lansdowne declared it shabby and undignified of the Gdvernmett to introduce unacceptable proposals, and then ask the, Opposition to _ assist to convert them into a tangible, working measure. The bill was reßd a first time. The text will be issued to-morrow.
