ULSTER'S TIME LIMIT.
NOT A GKEAT GULF

The Daily Chronicle, in its political notes to-day says there is no great gulf between the proposed time limit for Ulster and Sir B. Carson's formula "until Parliament otherwise determines." No Parliament can bind it 3 successor. There is no security that the six year period,even if enacted, will be Isffc intact by a succeeding Parliament. If tbs time limit goes, any country should be enabled to enter the union whenever it wished. Nobody believes that the exclusion will be permanent inasmuch as ihe centripetal force of a national Parliament is bound ultimately to draw all Ireland. •
