MEDIATION OFFERED.

PRESIDENT ACCEPTS

The diplomatic representatives of Brazil, Argentina, and Chili offered, on behalf of their respective Governments, to mediate between the United State? and Mexico, with a view to preventing further bloodshed.
Tho United States Government agreed to accept the offer, pointing out, howev3r, that military aggression or hostile Mexican demonstrations might upset the hopes of securing peace. Cabinet decided to vigorously prosecute the war preparations. It is understood that the South American republics plan a settlement on the basis of the elimination of Huerta. President Wilson is no!, confident that the mediation plan will prove successful.but he hopes that the negotiations wilTsuppress temporarily the anti-American outburst. Tho Bolivian, Peruvian, Panama and Cuban representatives later joined the conference considering mediation. At the close the Peruvian Minister expressed the hope that a satisfactory settlement would be reached. Congressional leaders are more favourable toward the view that the United States ought to promptly declare war against Mexico. Senator Penrose declared that the United States' action was worthy of the contempt of the whole civilised world, as while its citizens were murdered nothing was done, yet when the flag was insulted lives were sacrificed without remorse. 5 Throughout the United States sentiment strongly favoura war. The indications point to an outburst of war fever Bimilar to that preceding the Spanish Am3rican conflict. The House of Representatives almost wholly favours war, and it is likely to make representations to that effect to President Wilson. Buenos Ayres newspapers condemn America's action in Mexico. [Students at Monte Video made a demonstration against America, several being injured during conflicts with the police.
