BOROUGH COUNCIL PROCEDURE.
TREATMENT OF CORRESPONDENCE. A matter affecting the procedure of the Council was brought up for discussion at last Borough Council meeting by Cr Mabbett. In referring to the treatment of correspondence, Cr Mabbett said he had given notice of motion at a previous meeting but the motion bad not been put in writing. Hemoved that all inward -eorreapondenca which the clerk may not have standing authority to deal with should be first presented to a Council meeting before being dealt with by a committee except in urgent cases.
The Mayor said th 3 motion was in order, but it was simply affirming the procedure which was followed at present. He was afraid that tying the Council down to the lines of the motion would have the effect of holding up the business and no benefii would result. If the Council thought the motion should be adopted they could do so, but he thought when it was tried they would find it necessary to rescind it. After some discussion, duing which it was pointed out that difficulties would arise in determining what were matters of urgency and what matters the clerk was iuthorised to deal with, tho motion was put and lost, Crs Mabbett, Mostyn Jones, and Graham voting in the affirmative, and Crs Howarth, Somerville and M. J. Jones in the negative. The Mayor gave his vote in favour of matters remaining as they were.
