The Mexican Minister in London atateß that the main obstacle to the triumph of his Government is the facility with which the revolutionaries are provided with arms along the Northern frontier. Washington advices state that Britains' friendly bu f firm patience in regard to Mexico is appreciated. It is felt that what might have become a nasty international incident baß actually, by good diplomatic management and public common Benße in both countries, strengthened the position of Britain in Washington. A report is being circulated that General Carranza has stated that America was being miJe a catspaw by Britain, which he characterised as the world' 9 bully. He declared that intervention would influence the whole of Latin America. UNITED STATES* ACTION. PUNISHMENT FOR GUILTY. Received Friday, 10.25 p.m. Washington, Friday. Mr Bryan informed the Foreign Affairs Committee it was inadvisable to precipitate the Mexican discussion. Mr Bryan said other Powers supported the United States' policy of reparation which Mr Bryan insists must be punishment of those who were guilty of the foreigners' losses. GENERAL VILLA'S METHODS. PRISONER HELD FOR RANSOM. Mexico City, Friday. General Terrazas appealed to tbe United States to save his son who is held by Villa to ransom for half a million pesoes. Terrazas declares he is penniless owing to the Constitutionalists confiscating hiß immense wealth. The United States Consul is unable to act. The rebels partially strangled the son until ha personally agreed to pay half a million of his own money and the reroaindar when demanded. It is likely a personal appeal will be made to Secretary Bryan.
