PRESIDENT WILSON'S ATTITUDE. A VOLUNTARY WITHDRAWAL. Received Friday, 10.25 p.m. Washington, Friday. President Wilson's brief message to Congress, after full and mature judgment, was considered. Exemption was a mistaken economic policy from every view point, and a plain contravention o? the Hay Paunceforte treaty. The President said we accepted the treaty. We were too big, too powerful and self-respecting to adopt a too strained or refined intepretation.
