PANAMA CANAL TOLLS.
REPEAL OF EXEMPTION.
URGED BY THE PRESIDENT. By Telegraph-—PreBS Association.—OopyriK&t Washington, Thursday. President Wilson addressed Congress in person upon the Panama Canal tolls question, urging that he would not know how to deal with other more delicate matters if Congress did not support him in this question. "We ought to reverse our action without question as to whether we are right or wrong." he said, "and ao once more deserve our reputation for generosity and the redemption of every obligation without quibble or hesitation. "Everywhere except in the United States the language of the treaty is given but one interpretation, and that interpretation precludes the exemption, I am asking you to repeal." President Wilson's message was applauded, and a Bill to give effect to his suggestion was introduced in the Senate. Supporters of the President's campaign state that they are certain that the Presidents policy will be carried by both Houses, despite the opposition. President Wilson Bhares their confidence. PRESIDENT WILSON'S ATTITUDE. A VOLUNTARY WITHDRAWAL. Received Friday, 10.25 p.m. Washington, Friday. President Wilson's brief message to Congress, after full and mature judgment, was considered. Exemption was a mistaken economic policy from every view point, and a plain contravention o? the Hay Paunceforte treaty. The President said we accepted the treaty. We were too big, too powerful and self-respecting to adopt a too strained or refined intepretation. The only thing we can afford to do is to voluntarily withdraw from a position which is every where questiond and misunderstood.
