TE KUITI BOROUGH COUNCIL.
Th 3 ordinary meeting of the Te Kuiti Borough Council wts held on Monday evening. were present his Worship the Mayor,-Crs Matthew, Mabbett, Howarth, Walsh, Mostvn Jones, Somsrville, Graham, and M. J. Jones. Slaughtering and inspection Act.— The Thames Borough wrote requesting support to their efforts co secure an alteration in the Act to include swina among th° animals which had to be slaughtered at a licensed abattoir. —On the motion of Cr vVnish and the Mayor, it was resolved that the request'of the Thames Borough Council he acceded to. Councillor's Resignation.—Cr Spencer wrote resigning his position rs a councillor. Be intimated that he in- •- tended tendering for work under the f Council.—The Mayor said ha supposed the letter was no surprise to those present. In moving that the resignation ."ge accepted with regret His Worship said they e.!i sympathised with the reason for Cr Spsricer's resignation. He could not pay too high a tribute to Cr Spencer for his work on behalf of the ratepayers. As chairman of " the Works Committee his services had alway; been placed at the disposal of the Couneil, and his work had been invaluable.-Cr M. J. Jones, in seconding the motion, said it afforded him .great pleasure to endorse the Mayor's remarks concerning Cr Spencer's services. —Cr Mostyn Jones said he fully agreed with the remarks of the mover and seconder, and thought the motion should contain an expression of thanks for Cr Spencers services. This was agreed to and the motion was carried unanimously. Awakino Road.—A petition was j presented by Cr Mostyn Jones from a j number of residents on the Awakino ] road requesting that a footpath shou'd ; be constructed on the road, and also ] that more lights should be provided. ] Cr Jones pointed out that the road was i greatly used, and he trusted that every j consideration would given to the j petition. He moved that it be re- ; ferrsd to the Works Committee.—Cr | \ Somerviile seconded the motion. He j said be was sure that any rata the road ] would require & thorough dressing of metal.—Cr M. J. Juuea supported the petition and trusted some effort would be made to provide a path.— The motion was carried. Works Committee.—The Mayor was appointed to fill the vacancy on the Works Committee caused by the resignation of Cr Spencer. Street Watering.—Cr Kowarth oaid be thought th=>. question of watering the streets, especially the matter of altering the system by procuring a watering earf should be referred to the Works Committee. He moved in that direction. Cr Mostyn Jones . seconded the motion, which was carried. ELECTRICAL ENGINEER'S REPORT. Applications for Supply: Fourteen mora have been registered and 20 have been connected, making a total of 143 registered and 120 connected to the - supply mains to date. Units Generated" The total units genreated for the month is 3541, thi3 being a reduction of 427 unit* as compared with last month, this reduction- being due to the street lighting being cut off ' during the moonlight night 3, and also on account or the general lighting hours being de.:rea=ed. Auxiliary Pelton Generating Set: This set has run almost constantly ?ince its installation, and has effected a saving in kerosene of £lO to date, this being an average saving of £3 8s par Week, Extended Service: The supply hag been maintained from 4.30 p.m. till 9 a.m. since the beginning of this quarter thus enabling the consumers to have'the. use of the light all night. Meters: Eisjhtv-three were- received in sound condition on the 4th inst., and are being tasted and installed as speedily as possible Quarterly Accounts- These have been again calculated and rendered- Recommendation*: With a view to the expected arrival or . the permanent engine, at an early date, it would be advisable to place an order for fuel without deiay. as difhculty is expected in obtaining this •without some notice. ihat a iurtner order for 50 meters be placed immedi atelv; that a certain quantity of aluminium wire be procured and kept on hand for extension work, and in case of repairs to lines, etc. —h. H. Bartlev, Engineer Tenders.— The following tenaers were received foe the construction of the dam for the waterworks: -- H. Rothery£2oS7 10=, L. G P. Spencer £1675 10s (accepted). | Carting.-A nui-berof tenaers wei-f received for carting but after considerable discussion it was resolved that no tender be accepted.-ihe toreman Fstated he was of opinion t..e metal could be carted from tne qua-ry by the traction engine provided truck; were provided, and he thought these could probably oe obtained at a cost of about xoO eacn. —On the motion of Crs Somerviile and Walsh it was decided that the pro- j curing of trucks fo: the conveyance of metal from the quarries be lert m ice hands of the Work? Committee Witn * power to act, l ' Beautifviog the Streets -ibe matter of permitting the Ratepayers Association to undertake the laying down of plots where it was deemed advi"b!e was referred to. Cr Somerviile thought it v.ould be advisable to wait until the -vols were maae, otherwise the plots '"isfet '&3 destroyed and the work have to be done over again. —Cr M J J r ' re3 saic ' the a3 soC!allon was already aware of the position and he though* permission snou d he granted. - The Mayor saia he was doubtful if it was wise of the association to soend the money until the levels were fixed. However, if they felt iustifled in doing so there was no reason why they should be prevented. He would point out, however, that, in the event of the association doing an y work en the streets there could be no question of dual • control The matter would be entirely in the hands of the Council. . Special Resolution. The special
resolution in connection with the sewi erage loan of £IOOO was formally J passed. j By-law Rescinded. —The following j resolution of which notice had been given was on the motion of the Mayor ; and Cr Somervilla tcrmally put and ! carried the Mayor expiainig that the ! motion was necessary in view of the j alterations in tny by-laws which had I been adopted by the Council: "That ! the resolutions dated the 26th March, ! 1912, on page ISti of the Council's j minute book, dealing with tbo mini- | niacn area by-law, be and is hereby j rescinded." : ; BOROUGH FOREMAN'S REPORT. | Maintenance: Daring the last ! month the general routine woik has I been carried out, several roac's that | were getting in a bad condition have I been rilled up and made passable. j Patching' roads wiih crushed metal has I been carried ost at various places in j the borough w'--ere necessary. AwaI kino Road: This road was in a very ! bad state orving to slips and big i holes in the road. These have been J sll removed and the holes are now ■' being filled up with metal. CleanI ing ditches: Several ditches in the | borough have been cleaned out as time j Dermiis. Water Main Extension: ! The water main has been extended j five chains along Ngarongo street, and seven and a half chains along Tawhans street, fire plugs and valves put in where necessary, cost of laying same £6 os. Erecting Windmill: As instructed by the Sanitation Committee a windmill was procured and erected at the sanitary depot for the night soil contractor to wash out the pans at a cost of £l6 ICs 2d, including erection. Width of Roal: As I understand the width of the road to be formed in Rora street has not been settled upon bv this Council, I should like the Council to give this their e?.rlhst consideration, so as not to start the formation as soon as the levels are available. Stone Crusher : I have much pleasure in reporting that the stone crusher is now very .nearly fitted up, and should be ready for a" trial run about the end of the present week. As we shall not be able to get the. motor to supply the power for some time yet, I propose to go on crushing with our steam roller until such tinv? as the motor arrives. Levels: The successul tenderer -has started putting down the permanent levels, 3nd has made' goorl progress, having all the line pags practically finished. Some of the ievelswillbe available next week, namely, Rora street, on which a start will be made at once. Fire Plugs: Several additional boards have been placed in position, but owing to the demand for water services and alterations in the staff lately, the work has somewhat been held up. I hop« to have all fire plugs and valves marked bsfore the end of this week. Drainage: Owing to the prices received by the Works Committee for drainage of two properties for Mr Warmington being too high I was instructed by the Works Committee to do th i drainage ourselves. Drainlayers' pries for Taupiri street premises £2B ss,estimate £ls 15s, total cost £l6; drainlayers' price for premises Rora street £4O Is, estimate £3l Ss 6d, total cost £24 15s. Culvert Awakino Road: The existing culvert at the foot of Awakino road was found to be decayed and too small to take off the storm water. This nas been replaced by a Din drain and should be sufficient for all times. Tar Tank: As instructed by the Works Committee a tank sufficient to hold 4000 gallons of tar was constructed in Rora street at a cost of £l7 5s Bd. Mixing Macadam: Taking advantage of the fine weather a atart was made on September 23rd to mix sufficient tarred macadam to form Rora street. Total asphalt mixed to date 75yds, total gravpl carted to Rora street to date 136| cubic yards, cost of mixing, including tar and gravel, 15s per cubic yard. Fence Te Kumi Quarry: A fenca has been erected around Te Kumi quarry to keep stock from wandering, total length of fenc9 17 chains, coat of sarn n including materia! £l3 6s 3d. Verandah: As it will be neces3a'rw for all the verandah pasts to be shifted out to the full width of the footpath to formed in Rora street. I should like the Council to give this matter their earliest consideration. Sewerage: Careful attention ia being paid to flushing the sewers, and present are in first class condition. Water Main Repairs: At th°. break in the wat3r main I think it would be a wisa plan to have the stiles put permanently into position a3 the stiles that are holding the pipes now, were cut from the bush, and will not last very long. ; I estimate the cost of the permanent' work at £2O 10s. -Thomas Dix, Borou.srh. Travers' lower road it was understood Mr Travers was to do the work himself and as soon as the sama was completed to the satisfaction of the Council his deposit of £SO would be returned. That a - inch water main be extended up Tawa street from the present junction to Boddis'a road and from there a g inch pipe to the corner of Mr Boddie's property. That the Finance Committee be requested to go into the ques don of acquiring the necessary land in connection with the proposed liver deviations. That the borough toreman be instructed to place a 9-inch pipe under the Awakino road at the back of the Maori pah. ' The Sanitation and Reserves Committee recommended that the agreement between the Council and the sanitaiv contractor be executed. That tenders be called for gorsa cutting and clearing or. the Tawa street scetion. That T. A. Garmonsway be paid £5 for gorse cutting on the pound 3»te, and that the balance of £7 for fencing he K held over until the'same was completed to the satisfaction ut the committee. . The following recommendations by the Finance and Legal Committee were adopted:—That the deed in connection with obtaining the ten per cent, additional on the £7035 loan be executed by the Council. That in the matter of the water connection and water rate on Mr G-. Darbyshire's property the town clerk's action in the matter be upheld and apuroved of and that Mr Darbyshire be notified that a water connection will not be laid on to his property until h. 6 pays the customary fee of £1 in accordance with the borough water by-laws and that he be. also notified that his outstanding water rate of 5s will be sued for if not paid. That the following rates be written off udoo the gromds as stated:—J. B. Morgan, section 1, block 20. Te Kuiti, propsrty taken by the Railway Department before the rate was struck; G. S. James, section part B', block 2, Te Kuiti, duplicate entry in Valuation Roll; J. Boddie, section 2, block 4, Otanake, taken over two years ago for public road. The Electric Light Committee's recommendations as follow were adopted:—That the work of connecting the street lamps referred to by Mr Crookes be held over till the arrival of the ne :essary cable. That in view of the many difficulties in respect to the -question oE house connections by the contractors the (Council take the most lenient view of the position and agree to accept the sum of 2s per connection the amount offered by Mr Crookes in settlement of the work which has been carried out by the borough electrical engineer instead of by the contractors. That the payment of £193 12s to the cun tractors for running the temporary plant is' a legitimate charge against the loan accour+t as an extra and recommended accordingly. That the engineer be authorised to purchase a "meggar" for testing purposes at a coßt of £lB.
