OHURA COUNTY COUNCIL.
The monthly meeting of the Ohura
County Council was held on Wednesday, 13th inst., in the Council Chambers, all councillors being present. The following correspondence was received:— Opatu Telephone.—Application for a telephone extension to Opatu was refused, as the prospective business did not warrant the extension. Thirds.—Proposals for the expenditure of thirds accrued to March 31st last were approved by the Land Board. Mail Service. —Owing to the absence of the chairman of the council A. n conference in Wellington the proposed conference concerning the Strat-ford-Ohura service was postponed for one month. Breach of By-laws.—Messrs Broadfocfc and Finlay wrote notifying tha that the case 3 had been pestto September 11th at Taumar unm. Matiere Township.—The District Engineer wrote that the Under-Secre-tary of Public Works advises as follows:—"The money from which the drainage of the Matiere township will j be carried out, will presumably have j to be provided by the council itself, ; and I do not see any good reason why ; the council should be treated excep- j tionaliy, and have the work carried out by'the department. Ido not recollect any other case when this has Kteen donel In view of the above instructions the request is refused"
Papa Pit. —lnstructions have been issued for the survey an? the matter will be considered later. No payment should be made to R. Weinberg as the area is Crown lands.
New Hospital District.--The cauu oil was requested to have a delegate at a meeting to be held on Friday, 15th inst., to arrange for a deputation to wait on the Minister with the object of pressing for a grant and endowment for the proposed hospital. Mangaroa Township.—The sum ox £278 143 has been made available for surface drainage and proposals are asked for.
Mangaroa M ataliing.— The settlers desired the council to take Beeps to arrange a loan for metalling the "Tongaporutu road, nine miles, the Huhatahi and Mangakara roads, Ohura Road Grant.—The Resident Engineer considered it inadvisable to undertake the widening [from Paorae to Heao bridge, or the formation through the Matiere township during the winter months as a great proportion of the work would require to be done over again. Proposals Nos. 2 and 4 can be taken in hand as far as papa burning is concerned, if_ the council can do the work in the winter at'economieal rates but the metal must not be spread until reasonable weather conditions prevail. Third.—The position in regard to accrued thirds is that certain local bodies applied under clause 150 of the Land Act to hypothecate thirds and the appplications were duly approved bv the Land Board. At the date of application there were certain sums in hand representing accrued thirds for which no proposal had been made for expenditure. ' These sums were not affected by hypothecation as the clause referred to says the local authorityshall hereafter be entitled to apply the recurring annual payments. Under these circumstances the local bodies were advised in reply to their app'ii-
cations that the unexpended thirds could not be used to pay interest, and that proposals in the ordinary would be required to ba submitted for expenditure of the amounts in hand prior to hypothecation. Tenders. —Kopuha road, R. G. Carrie's tender was accepted; Harvey road, Apted and Goodfellow; Kokopuiti, J. Hanley. MOTIONS. ' > - That tenders be called for 1000 j vards papa subject to approval of the Public Works engineer.—Cr Currie. That the enigneer be instructed to prepare all work in connection with surface draining of Ohura township, and that tenders ba called as soon as approved by tha District Eginn eer. —Cr Loveday. That to facilitate matters in connection with the Ohura township the matter of expenditure of grant of £278 14s made by the Taranaki Land Board through the Public Works Department be left in the hands of the engineer and councillor for the riding (Cr Goldfinch) motion lost. That the member for the districtapply to the Minister of Public Works « to put in hand the deviation of the road betwsen the fourteen and fifteen mile pegs on the Ohura Dad. —Cr Lyon. That the offer made by the department to erect a telephone line between Tau;narunui and Otunui be accepted. —Cr Hay ward. That the pound at Matiere ba declared a public pound and R. Dench be appointed poundkeeper.—Cr Lyon. That an Austin grader and dray, and two horses be purchased by the council.—Cr Risk. That owing to the dffiiculty of securing a suitable area of land in a central - position in Ohura for the purpose of an Agricultural and pastoral snowground and recreation ground, this council do either by private treaty or under the powers vested in it under section 13 of the Public Works Amendment Act, 1910, do hereby acuuire a portion of Turanga, section 4 of block 5, Ohura, aggregating approximately 50 acres for the above purposes, the cost of whicn purchase to be a charge on the general account and a committee be set up to prepare the necessary formality in connection with the purchase of above property.—Cr Loveday.
