BOROUGH BY-LAWS.

A SUGGESTED ALTERATION

The matter of altering the borough by-law as fa": as the same applies to the erection of buildings was brought before the Borough Council on Monday evening when Cr M. J. Jones moved in accordance with notice of motion that an additional by-law be passed providing for the erection of a second storey on wooden buldings within the brickarea where it was shown the building was originally designed for carrying a second storey. The mover pointsd out that thee were several cases in which one storey buildings had been erected with sufficiently strong studs to carry a second storey, but the regulations constituting the brick area prevented the original intention being carried out. This was a hardship and he contended that the people who were in that position should have the opportunity of carrying out their original intention. The fire risk would be very little increased.

Cr Walsh seconded the motion. Cr Somerville said he didn't profess to be a building expert, but he thought the firs risk wou'd be increased considerably. When the by-law was proposed owners had ample lime given them to effect alterations and he did not think the matter should be reopened. The Mayor said the proposition appeared to him to run directly contrary to the spirit of the by-law. Every sort of building within the specified area had to be in brick and permission to erect an extra storey seeemd to be getting right away from the underlying principle of the by-lav.'. Cr Howarth agreed that it was dangerous to interfere with the regulations, but if a person had gone to the expense of erecting the original building with the obvious intention of adding io it he was in much the same position as the man who started a building prior to the coming into operation of the by-law. On the motion being put the voting was found to be equal, and the Mayor gave his casting vote for the position to remain as in the past.
