TE KUITI BOROUGH COUNCIL.
A meeting of the Te Kuiti Borough Council was held on Monday evening. There were present —His Worship the Mayor, Crs Matthew, Graham, Mabbett, Howarth, Somerville, Walsh, Mostyn Jones and M. J. Jones. Leave of absence was granted to Cr Spencer. Footpath Wanted.—The residents of Edward street petitioned for a footpath.—The Mayor said the petition should be referred to the Wsork Committee. —Cr Walsh asked if the Committee would have power to act. -—The Mayor said he thought not, but the Committee would have power to do any necessary tevaporary work. —-Cr Matthew said he understod the engineer had estimated the cost of the proposed work at about £l2. —■ The petition was referred to the Committee.
Municipal Hail. An application was made on behalf of the Boy Scouts for the use of the Municipal Hall
on alternate Tuesday evenings.—After some discussion concerning the principle of reducing the price of the price of the hall, it was decided that the ordinary price should be charged for the hall. —The Mayor explained that the matter could be brought up
again. Health Report.—l beg to submit the following report re sanitary condition of town. In the drainage area theie is marked improvement compared with a few months ago. but a good many people, specially along Rora stree<. will insist on keeping too much mbbish, often of a decaying _ nature for too long a period in their back yaids, also old tins, papers, rags, etc., scattered here and there all over. I have been very lenient and warned them time and again, but now more leniency can be shown. Witn advent of a weekly household reruse ssrvice in the drainage area and other places requiring it, and thecoopeiation of citizens to take advantage of it and keep their town clean, infectious diseases might still be kept outside Te Kuiti. Outside the congested area, with the of an odd place here and there which I have no doubt I will be able to bring up to the mark, the town is in a pretty fair condition. I have given a final notice to a few keepers of food shops and improvements may ba expected in that direction.—E. Calderwood, Inspector. Foreman's Report. —I have (.0 report that during the last week the ordinary rout-inSjWork has been carried out. A little has been done in connection with fitting up the new crusher. Owing to amount of material wanted to complete same, I should Hke the council's opinion of calling xor tenders for fitting the whole plant and putting same into working order. As there were some very bad holes in the roads at various places, a start was made to obtain some metal from the old quarry, and is still continuing. The bend in connection vjith repairing the pipe lir.e has come to hand, and was placed in position on Sunday. As there is certain other work to be done in connection with the drains, cut to drain the gully, the men will be up there a day or two longer. The work in connection with the formation of Hinirangi street i 3 progressing satisfactorilv, and should be completed at an early date. During the next week I propose to have tha manholes thoroughly flushed out, as on going around inspecting same, some of them were getting very bad. I also intend to have all the valves and fire plugs thoroughly cleaned out and all fire plugs marked with white board3.—T. Dix., Borough Foreman. Electric Engineer's Report. —I beg to submit the following report for the month ending August 11th, lJlo. Applications for supply: 104 are now registered and 97 are connected to the supply mains. Street lighting has bsen maintained for seven hoars per night throughout the month. The hc'P-s of running for private lighting have been extended till midnight for week night 3, and till 11 p.m. on Sundays jir.ee July 27th, as requested by the Electric Light Committee. Including street lighting, private lighting, and units used on works is 38, since July Hth, 1913. On July 25th a fire occurred in the station, caused by the priming of the vapouriser lamp, and igniting the wood work belonging to the engine; the total repairs have been effected at the cost of 8s Gd ; a suitable assistant has now been procured. I would recommend that the borough carry a small stock of electric lamps, for street lighting, for their own use and to supply consumers. R. H. Bartley. Borough Electrical Engineer. Town Sub-divisions.—A plan of a m'opo=°d sub-division of sections 6 and 7 block 19, Te Kuiti, was submitted for approval by Mr Cheal and referred to the Works Committee, as was a plan submitted by Mr Howarth on behalf of Mr E. Gough, of sections 1 and 3, block 23. Te Kuiti Borough Foreman.- Mr T. Dix, the recently appointed foreman, attended and presented hi 3 report Tne Mayoi welcomed and expressed satisfaction at receiving a report so promptly. He was sure the foreman would receive every assistance from the councillors, and that their efforts would be for the benefit of the town. Rangitoto Roads. —-Cr Mostyn Jonea drew attention to the fact that a certain allocation from the loan was made for the opening up of the roads : oinint up with Ranigtoto road on the east side of the river. He suggested the Works Committee should go into * the matter and report-This course w&3 adopted. The following recommendations from the various committees were received and adopted .~ . Works, Water and Drainage.—l. That owing to the uncertanty of the temporary engine being able to supply th™necessary power to the Te Kami nnarrv, the motor procured ior driving the crusher not neing likely to ba required until about October next, be let to the Electric Light Committee m, in the understanding that such committee return the motor or F°v.de a HufaoMtute when required. inat the clerk be instructed to obtain quotations for crude tar and de-hydrated,
suitable for roadmaking purposes, up to 50 barrels delivered at the railway station, Te Kuiti. 3. That the water main be extended from its present terminus opposite the sash and door factory on the Esplanade, for a distance of about 14 chains along Ngaronga street to Nettie street. 4. That all drainlayera be written to demanding that they put the roadway and footpa'hs in good order and condition, to the entire'satisfaclion of the borough foreman, immediately after the completion of all drainlaying work. 5. That the principle of substituting concrete culverts in place of wooden culverts be affirmed, but each particular instance be dealt with according to its cireumstancea. 6. That seeing the footpaths have recently been repaired and put in a much better condition than they have ever been, the committee see no reason why any further money should be expended upan them until such time as they are permanently constructed. The chairman was requested to interview the district railway engineer with regard to making some suitable arrangements for public conveniences handy to the town. Finance and Legal.—l. That a fifth progress payment of £4O be paid to W. Fullerton on account of his contract for the erection of the power station, in accordance with the consulting engineer's certificate. 2. That a final payment of £69 19s 5d be made to L. H. Newport in settlement of his contract for metalling Waiteti road, in accordance with the borough engineer's certificate submitted. 3. That the electrical engineer be instructed to disconnect all consumers who have not paid their electrical light accounts and have received due notice in the circular letter forwardpd to them by the town clerk. 4. That the following sewerage advances be sanctioned for [payment, and the cheques handed to the borough solicitor to be paid over by him to the respective property owners upon their completing the agreements—G. Lineham £l4 10s, D. McDonald £3O, R. J. Dooley £4O, E. A. Macdonald £3O, E. H.Hardy £4O; a statement from the borough soiciitor dated August Ist. 1913. upon the subject of outstanding rates was submitted and received. A cornunication was submitted from Bunny and Ayson upon the subject of the 10 per cent, additional on the £7035 electric Ight loan; the committee recommend the council to accept this loan when available. A communication from the Public Trustee dated July 26th. 1913, upon the subject of the £13,000 loan was duly considered ; the committee recommend the council to agree to lift a sum of £4OOO on the January 31st, 1914, and the balance of £4OOO on May 30th, 1914. Electric Light.— 1. That the borough electrical engineer be authorised to place an order for 20 poles at a cost of 40s each on railway truck at Te Kuiti. 2. That a temporary assistant be employed to assist in running the plant at the power station.
