When the council met at 2.30 p.m. ! the debate on the Legislative Council Bill ws resumed by the Hons. W. H. Tucker and A Bakley. both of whom opposed the Bill. The Hon. Mr Bell, in reply, read the agreement come to with the Hon. O. Samuel and Hon. J. D. Ormond to the effect that he would regard he passing of the second reading as affirming any more than the principle that a change in the constitution of the Council was desirable. On the basis of this agreement the Hon. O. Samuel asked leave to withdraw his amendment until the Committee stage. Leave was refused and the Council wert to a division, the second reading being carried by 21 to 12. The Hon. Mr Bell moved to go into Committee and the Hon. O. Samuel moved his previous amendment to refer the Bill to a Select Commitee. which the Minister accepted.
