Herbert Garter a New Zealander, at the Peace Congress, said it was absolutely shameful penalties being enforced in the Antipodes in connection with the compulsory system. The state of things was utterly un-British. Mr Sellers gave an account of his imprisonment. A resolution was carried expressing grave regret at the continued prosecution of lads in Australia and New Zealand.
