TE KUITI BOROUGH COUNCIL.

A meeting of the Te Kuiti Borough Council was held on Monday evening. There were present—His Worship the Mayor, Mr J. Boddie, Crs Matthew, Mabbett, Howarth, Somerville, Walsh, Spencer, and M. J. Jones. Leave of absence was granted to Cr Moatyn Jones. CORRESPONDENCE.

Letters were received from the Public Trustee with respect to loan matters, intimating that the first instalment had been paid to the Council's credit in the Bank of New Zealand. Road Matters. Mrs Brifct wrote with respect to the state of the road in front of her property, and also drew attention to the fact that the Council had removed a quantity ,of pumice from the front of one of her houses, and so made the approach low. —Referred to the Works Committee with power to act. Ngaronga Street. —Mr C. J. Rouse wrote regarding a bad place in- the street in need of repair. Referred to Works Committee with power to act. Use of Chamber.—The secretary of | the Ratepayers and Citizens' Association applied for the use of the council chamber for the purpose of holding meetings .—Granted. Boy Scouts. —Messrs James Clapham and Cyril Havfley requested permission on behalf of the boy scouts to use the fire brigade meeting room on Tuesday evenings.—Referred to the Fire Prevention Committee with power to act. Mortuary.—Mr J. Tammadge, acting coroner, conveying to the Council the rider of a jury on a recent inquest as follows: "The jury are of opinion that a proper building should be provided for the purpose of a m#rtuary. —Received. Fire Brigade.—F. H. Needham, secretary to the brigade, reported on the fire at Miss McKenzie's residence, and applied for the sum of 17s 6d. An application was also made for £ll for boot money for the brigade.— Referred to the Fire Prevention Committee with power to act. Deputation.—A deputation waited on the Council with reference to the connection between Tawa street and Rimu street, Mr Donaldson said the matter had been before the Council before, and the ratepayers had been assured if the land was obtained by those interested for a forty-foot road and handed to the Council the road would be put through. The section had been purchased, and the provisional approval of the Council was requested before proceeding with the survey.—Approval granted. Morgue. —The Mayor moved that in the opinion of the Council the time had arrived when a morgue should be provided for the town, and that the Hospital Board be approached for a £ for £ subsidy. Cr Howarth seconded the motion, which was carried without discussion.

Coroner.—The Mayor, in further reference to the requirements of the town, referred to the necessity of having a coroner appointed for the district, and moved that the town clerk be instructed to write to the Minister requesting that the appointment should be made. Cr Walsh seconded the motion, which was carried. Electrical Engineer's Report. —I beg to submit the following report on the work done since the 14th April, 1913: —Applications for Supply of Elec tricity and House Services: Seventy have been registered, 43 are connected to'the supply mains, and represent a maximum load of 23 K.W., or 31 horse power; 11 of these consumers' are receiving their supply by means of temporary service lines until such time aa the distributors are laid along Rora street. The total expenditure on service, including material and labour, but not meters, is £4B 16? 3d, estimated, and neglecting temporary lines, averages 30s 6d per service, the greater part of this amount is included in the contract price for in stallation. No further consumers have been connected since May 29th, owing to a request from the Consulting Engineer stating that the plant was over l«aded and unable to cope with any more load. The total horse power connected the mains, including street lighting, is 37.2. Street Lighting: Thirty-eight lamps are conducted and burning six hours per week, at an average of 170 candle power each. It has been necessary since May 29th to reduce some of the street lighting circuits, owing to the insufficient capacity of the temporary plant. Storage Battery: This is now completed and ready to receive its initial charge. Recommendation re Street Lighting: That the lamps where placed at the corners of streets be altered from the flat to the corner of the poles, making them at an angle of about 5 degrees to both roads, thus preventing the pole shadow being thrown on either Btreet as at present. Megger and Portable Velt and Ampere Meters: That the Borough procure these instruments as soon as possible, as the oneß in present use are the property of the contractors, and may be required to be returned any moment. Engineer's Report.—l have to report on the works in progress during the period April 14th to June 9th as follows Hill street: Four and threeqaarters chains of this road from Hetet street towards King street has had the j foundation put down, and 29 chains i from Ward street to George street has been similarly treated. George street: Ten and a half chains of formation work has been carried out, and two chains of spalls are on the round. Rimu street: A commencement was made with this street, but the work was stopped in accordance with instruction from the Works Committee. Ward street: Broken metal has been put down on the balance of this road, and now requires rolling to complete. Carroll street: Broken metal is being put down at present on this road. Patching, etc., has been done in Jennings street, King street, ;Rora street, Awakino road, and other )places. Footpaths are being repaired in Rora street and where re'quited. Water tables are being 1 cleared throughout the borough. Te

I Kumi Quarry: "A commencement has j been made to-day with the erection of i the bins in this quarry in accordance with instructions froru the chairman of the Works Committee these are being erected in the same manner ai they stood in the Jennings street quarry. Drainage: There are 30 premises connected to the sewerage system, and several others are being connected. Waiteti Road Metalling: This contract should be completed within a few days. Wet weather has delayed the progress. Water to Te Kumi: The pipes for this work are now on the ground, and about half of them have been jointed ready for placing underground. As this i! so far advanced, I would recommend that tenders be called for trenching and fillling in, and that the jointing be done by our own men. Expenditure : The e cpenditure on on wages and carting for the period April 16th to May 24th has bjen as follows: — District fund account £4 15s, Duke street'£sß 18 lOd, Carroll street £39 18s 2d, Hill street £2lO 15s 3d, Rora street £25 0s sd, opening up new quarry, moving crusher, foundations, etc., £42 15s lOd, Ward street £7 Is sd, George street £l7 Is sd, Rimu street £5 18s 3d.

The following recommendations by the Works, Water and Drainage Committees were adopted:—That specifications be prepared and tenders called for borough carting. Specifications to be first submitted to the Works Committee. That tenders be called as per schedule to be approved of, for twelve months' supplies for material and tools, etc., required by the borough. That Messrs Green, and Colebrook be instructed to have a culvert put across the footpath from their downpipß to the gutter in Sheridan street. That the proprietor of the Grand Hotel and others be requested to have their leaky gutters put in order. That the tradespeople*' attention be called to the breach of the borough by-law in stacking their wares on the street or footpath. That the engineer be instructed to immediately report on the cost of carrying the water pipes across the slip, just beyond the last crossing of the Waiteti creek, consideration to be given to building two concrete piers suspending the pipes across tbe slip, and of driving piles to carry the pipes, and that the committee recommend to the council that the work be put in hand without the least possible delay. That the chairman be authorised to interview the engineer and contractor for the Waiteti roa3 metalling contract and make the best possible arrangements for the completion of the contract. That in view of the very unfavourable weather being experienced this committee recommends the Council to accept no tender for the kerbing and channelling at present. That the Rora street footpath be levelled up and a supply of screenings or gravel be obtained to keep the same in order until permanent improvements can be effected. That seeing there is not, in the opinion of this committee, sufficient work to warrant the retention of a professional engineer, it feels reluctantly compelled to recommend the council to give the engineer three months' notice of the termination of his engagement That the matter of the extension of roading work on Hill street be held over for the present, with the exception of rolling the spawls of the unrolled portion and add thereon a thin layer of clay. That a narrow footpath b'e formed along Ngatai street, and the same be pumiced, and a single wire fence erected along the same, also that the drain be roughly cleaned out. That the holes in King street opposite Mr Langstone's new house be filled up immediately, and the footpath opposite Mr Johnson's motor shed be raised and a culvert placed underneath it immediately. That the engineer be instructed to have all the fire plugs at once tabulated and cleaned. That the chairman be requeested to accompany the borough engineer and the acting turncock to the head works to attend to various small matters on the pipe line That the question of extraordinary supplies of water be taken into consideration by the council, with a view to putting the matter on a business footing in accordance with the by-laws. The following recommendations by the Works, Water, and Drainage Committee with respect to borough streets were adopted:—Grader: That a grader be borrowed from either the Government or the Waitomo County Council for the purpose of grading Tauipri, Sheridan and King streets. Watertables: That the engineer be instructed to put on sufficient men to clean out all watertables and slips, and in future keep this partcuiar work in good order, especially in wet weather. Plush tanks: Thht the engineer be instructed to put into opera j tion the flush tanks in connection with the sewerage system. Spawls: That no more streets be put down witn spawls, but that such spawls as are now already laid be finished off with broken stone as soon as the same i=) available. Permanent levels: That the engineer be instructed to have plans of the permanent levels of such streets as were already agreed upon completed as early as possible, and are as follows: Rora, Taupiri, Sheridan, Alexandra, Carroll, George, Ward, King, Seddon, Queen, Duke, Ngatai, Edward, and Jennings streets, Mangaorino road, Tawa street, and the esplanade, the whole being computed a length of 475 chains, more or less.

The following recommendations made by the Finance and Legal Committee were adopted: —That the deed Jordan and the Borough Council be returned to the solciitor to be altered in the terms of the arrangements entered into, and that the matter be left in the hands of this committee With power to complete the deed. That the request of the fire brigade for the appointment of a fire inspector in the person of the superintendent be agreed upon by the council. That the matte.' property, giving access to the bor- ! ough's reserve at the head works, with a view to having the Government gazette the road. That the Works Committee be requested to bring down a report to the next meeting of the council upon the matter of supplying water to the sanitary reserve and thb Te Kumi Maori pa, in terms of the Commissioner's recommendations. That the engineer be instructed to complete the work giving access to the school grounds, and that the accounts for the total amount expended in connection therewith be prepared for submisson to the Education Board. That the conditions required by the Railway Department in connection with the land to be conveyed by the Department to the Borough Council for roading purposes be agreed to, and that the borough solicitor be instructed to have the matter completed.
