MR BEAUCHaMPS' PROPOSAL
REAL IMPERIAL EFFORT

Speaking at the Empire Commission, Mr Alfred Deakin said ho regarded the proposal of Mr Harold Beauchamp, of the Bank of Now Zealand, for an Imperial Development Board of great Imperial interest. He meant to usg the Empire credit for Empire development. He thought the Parliaments would agree to such a body raising loan i within prescribed limits for helping the development of the outlying Dominions. If the Board's loans were guaranteed they could be secured at a lower rate. The potential value of the Empire credit had been mentioned in Australia for many years, but no definite wording of tho proposal [had previously been submitted. Mr Beauchamp's scheme was the first real Imperial effort.
