BOROUGH COUNCIL ELECTION. TO TE KUITI RESIDENTS. T ADIES AND GENTLEMEN,— Being a candidate for the Dosit:on of Borough Councillor, I take this opportunity of briefly expressing my views on a few matters of interest. With regard to the question of Contract versus Day Labour, it is not advisable to adopt a hard-and-fast rule, because each system hag its advan tages in different circumstances. The decision of the Council to coinpel occuniers of sections to make lump sum payments of half the cost of constructing footpaths, is a bad one. Side walks are provided as "public " utilities,and for these the public funds* should pay. Expenditure on such works necessarily raises the value of property in the vicinity, and rates thereon increase in proportion. If, besides this, it is equitable that a betterment tax ought to be leived, it should be in the form of a special rate upon property in a specified area. As a matter of broad principle, when the community forces upon the individual a financial obligation, it should make the terms as easy as possible. Holding the opinion that a borough by-law should be definite in its requirements and language, and leave nothing to the discretion of the authority, I am opposed to the wording of the by-law in force referring to the matter of street frontages of sections. Whatever the requirements under such a regulation,' they should be rigid. As it appears that an endeavour may be again made to alienate the recreation ground, I may state that I shall always be against such a proposal. My mind is exactly in accord with the sentiments of "New Zealander," expressed in a letter published in the Chronicle on October 9th last. At the same time lam prepared to help in any reasonable scheme to acquire another domain. In managing the town's affairs, economical methods, consistent with efficiency, should be the rule. If elected, I shall be prepared to give the necessary time and attention to the duties; and shall endeavour to deserve the confidence of my fellow citizens.
