BOROUGH RATING SYSTEM.

THE UNIMPROVED VALUE. PETITION TO COUNCIL. For some considerable time past there has been talk of endeavouring to have the system of rating in the borough altered with a view to adopt ing the rating on unimproved valuer-. The matter has on several occasions been referred to at public meetings by Mr D. J. Young, who has strongly advocated the alteration. At Monday evening's meeting of the council Mr Young attended and presented a petition signed by seventy ratepayers re questing that steps be take by the council to take a poll of ratepayers on the subject. Mr Young said he considered it advisable to have the matter thoroughly threshed out, and the taking of a poll would provide the necessary opportunity.

On the motion of Crs Lusk and Graham the petition was referred to the Legal and Finance Committee to take the neceasary steps provided by the Act.
