The newspapers are making a strong effort to induce the German Admiralty to regard the Dominions' Dreadnoughts as within the six to ton ratio.
Admiral Breusing and Count Reventlow maintain that three additional Dreadnoughts as required above the fixed programme to constitute Germany's relative ten. The Kolnische Zeitung declares that the naval agreement is merely a platonic declaration that is not yet binding, removing naval rivalry from the category of delicate questions, and allowing the Governments to proceed with the friendly discussion of both matters.
