I!y Tolo-vauli. -Tits- jV--<iwi:il ion. Con.vrisllt Ottawa, Thursday. Tremendous excitement prevailed in the Canadian Parliament, (luring the reading of the Admiralty Memorandum on Naval Poilcy. The memorandum explained that it had proved necessary to weaken the British overseas Heels in order to cope with German expansion. Aid from Canada was likely to produce a great effect on other Powers. Mr Borden, Premier, declared that nothing less than absolute security of the trade routes was sufficient. Tho Government intended to ask for £2,350,000 to provide three battleships of the best possible class. The Canadian Marine Minister would live in London while participation in the control of foreign policy was being worked out, becoming a permanent member of the Committee of Imperial Defence.
