King Country Chronicle SATURDAY, OCT. 19, 1912 THE LOAN PROPOSALS.

I The statutory meeting in connection ! with the municipal loan proposals to I be held on Thursday evening next, | should mark an important event in ! the history of Te Kuiti. Considerable criticism has already been directed against the proposals, and it 13 to be hoped all who have the interests of the town at heart will attend with the object of furthering progress. Criticism denotes interest, but, in ■order to serve a useful purpose the criticism should spring from the desire to effect improvement. It is obvious that the state of the town mu3t be improved in respect to the public facilities such as roads, water supply, and drainage. These are the chief items dealt with in the proposals which have been submitted by the borough engineer and adopted by the council. As has been previously pointed out in these columns all the ■works in the town in an unfinished state must rapidly deteriorate unless brought to completion at the earliest possible period. The roads of the ; borough are in a deplorable condition and in order to serve the public convenience the work of placing them :in decent order must be accomplished •within the next few months. Drainand .waterworks are jn like case

policy depends the installation of the almost completed drainage syßtam and the safeguarding of the water supply by erecting tho dam at the intake. Differences of opinion may exist as to the desiabilitv of various minor

items contained in the proposals, but it lias to bo borne in mind that tho expenditure of the projected loan is to be spread over a period or three years. The spending of seven thousand

pounds each year is a modest pro-

grame and ensures that only 'ha most urgent works will be. undertaken each season. It can safely be assured that any work included in tho proposals which may not be of pressing urgency at present will be found necessary before the allotted period has expired. We believe that a careful study of the scheme will bring conviction that the proposals are sound, and in the interests of the county at large. It is to be hoped that whatever criticism may be levelled at the scheme will be in the direction of suggesting im-

provements with a view to assisting the project rather than objections which may tend to delay the accomplishment of works which are urgently necessary for the progress of the town.
