DEPARTMENTAL DELAYS.
EFFECT ON SETTLERS. Settlers under the Improved Farm Settlement system are so dependent upon the Government in every respect that any delay in carrying out departmental business is likely to occasion loss to the settlers. It is therefore not to be wondered at that complaints are fairly frequent. As an instance of the lethargic manner in which the settlers' business is sometimes treated by the authorities it may be mentioned that one man who was assisted to procure stock was desirous of having bis lease issued. He had procured some cows from the Government. The department declined to issue his lease until the bill of sale was paid off. The amount owing under th'e bill of sale, together with the neceßsary rent and lease fee was sent to the department in June last, and the lease has not yet been isued. This man has sufficient improvements on his section to warrant a decent advance which would pay for his stock and give him a surplus. He expected to have the matter arranged and the money in hand to provide stock for the present milking season. By the delay he is a heavy loser financially, besides having his progress delayed for the best part of a season.
