AMERICAN EXEMPTION. WAR THE PINAL ARBITER. By Telegraph— rress Association.—Copyngm. Washington, Thursday. The Senate refused last night by a vote of 44 to 11 to strike out from the Panama Canal Bill the provision exempting American coastal ships from payment of toll through the canal.

Senator Cummins said the question was not for arbitration. Should diplomacy fail, 'war would be the final arbiter. An amendment requiring owners of coastwise Vessels to exempt the Government from liabilities in cases of damage, was defea^d. Another amendment providing that American owned vessels built abroad should be entitled to registration for coastwise trade, was defeated.
