General Bate —On the motion of Crs Forstyh and Tammadge it was resolved that a general rate of l|d in the be struck for the year ending March 31st, 1912. Special Rates.—The special rates to meet loanß for the various purposes were struck as follows : —Street loan Id rate, water loan $d rate, drainage loan 5r32d rate, contingencies, engineering, and taking land for public works 5-32 d sate. A Claim for Extras.—-In connection with a claim for extras which had been received from the Spiral Pipe Company, the engineer was requested to inform the Council as to the position.—The engineer said as to the claim of about £l7O a portion cif the

amount was in dispute. The amount £22 10s was for valves which Bad fcieen returned and this was admitted. The claim for extra joints he disputed, and he considered the amount claimed would be reduced to £IOO. Crusher.—Cr Forsyth said he would i like to know the position regarding stone crusher. It was standing Vndle and metal was urgently required / for certain work. —The engineer said he had written about ten days ago asking the contractors, Messrs E. Porter and Co., if they were ready to make their trial, and had received no reply. In reply to Cr Forsyth the engineer said as far as he could judge the erection of the machine- was all right, but the elevator was working too ' rapidly. lie, would not condemn the machine until it had been, given a fair . trial.

Cr Forsyth said the position was ridiculous. Correspondence regarding the crusher bad been going on since "July last year. The plant was supposed to have been working last Christmas and it was not going yet. At the present rate there was no prospect of the Council ever, getting metal. Crs Young and Tammadge expressed the opinion that the contractors for the plant,should -be specially written to with a view to having the matter fixed up. . On the motion of Crs Lusk and

Floyd It was resolved that the contractors be written to stating the position Begardiog the crasher and that, the was suffering great loss throagh the machine not being in working order, and asking when the contractors porposed to run the machine in terms, of the contract so that the Council should know whether

it bad an efficient machine or not. Finance. The usual motion concerning an advance from the Bank on rates was passed. A Further Loan. Considerable discussion ensued on the subject of, a further loan, the Finance and Legal Committee having recommended that an additional loan'of £12,500 be raised to complete the improvements and carry on further works. The councillors were unanimously in favour of the raising of the extra money, but it was decided to hold the matter over until next meeting, pending arrangements regarding an engineer.
