TERRITORIALS INSUFFICIENT. By Telesniiih.- Press Association.-CoriyrifrlH London. Monday. The National Service League has issued an appeal signed by Earl Roberts, which, while supporting the efforts to make the territorials efficient, does not conceal the opinion that the country will never be able to rely on the protection afforded while it rests on -voluntary enlistment. The force is still 150,000 short of the requisite strengh.
