THE POSITION DEFINED.
Wit!) respect to the expenditure of loans and subsidies on roads there has been some uncertainty as to whether formation and eulverting work could be charged to a loan or subsidy for metalling. The following letter, received by the Waitomo County Council, from the Public Works Department, should make the matter clearer: Ice Expenditure of Subsidies on Road, etc. Works. —Sir, - -I have the honour to acknowledge receipt of your j letter of the Ist ins!., in which, by i direction oc the Waitomo County ' Council, you enquire whether loan i monies mid subsdiy monies must be j exclusively used for formation or ; metalling work, and whether such ; monies may not be devoted to the for- j mat ion of culverts. In reply, have | to state that where a loan or a subsidv i is granted for the formation of a road ; the putting in of culverts is certainly j a legitimate charge against such . monies for the reason that a cuvlert is i a necessary part of a road formation. ! If a loan or a subsidy were granted ' for the specific purpose of metalling i then such monies would not be avail- ; able for expenditure on work. W. S. SHORT, Assistant- j Secretary." {
