Speaking in the Legislative Assembly Mr Levien moved the second reading of the Totalisator Bill, and referred to instances of horses being "dead" through the influence of the book-making element. He had interviewed leading New Zealand sportsmen, ail of whom favoured the totalisator. The Australian Jockey Club received £9IOO annually from bookmakers altogether. The public had to find ££200,000 odd a year for bookmakers. The Bill proposes that the Government receive 5 per cent of all totalisator receipts. Mr Levien estimated that £6,000,000 would pass through 'the machine annually. He was prepared to accept an amendment that women should not be allowed to bet. The Premier said the Bill was outside party politics. Personally he ■was opnosed to it, because it was rot right to threw any temptation to gamble in the way of the people. Mr Levien: Then shut tne racecourses. . „ Mr McGowen had been_ intormed that in New Zealand factories, where women and girls were employed, were regularly visited by agents of the tote. Mr Levien: The person who ±urnished the report is a liar. The debate was adjourned.
