Younger's amendment was rejected by 296 to 207, limiting the depriviaton of the Lords' power to reject money bills to three years, on the ground that the Government should reform the Lords before then, and it was unreasonable to deprive the reformed Lords of powers possessed by foreign and colonial second chambers. The Opposition taunted the Government with insincerity. Mr Asquith said whatever changes v. : ere made in the Lords' constitution, the Commons must retain undisputed supremacy over finance. The people assented to the Parliament Bill as a whole, and the Government was bound in honour to give effect to the preamble in due time. Mr Balfour declared that ordinary financial work might be left to the Commons, if the re-constituted House was not entirely elective, otherwise it was ludicrous to deny them a voice in finance. Mr Dalziel regarded the preamble as a pious opinion. The Government was not authorised, and would be illadvised to make proposals to reconstitute the Lords. Mr Wintson Churchill said the Government did not propose to embark on the re-constitution of the Lords, while the veto was unsettled.
