Mr Holman, in explaining the Cabinet's attitude in refusing three petitions for the release of prisoners who had served a portion of their ■ sentences after having the death sentences commuted, said if it was desired to have- the death penaltyinflicted as rarely as possible, the Ministers were'under an obligation to see that the sentences of imprisonment were carried out, otherwise the public would insist on the death penalty.
