BOROUGH COUNCIL.

SPECIAL MEETING

A special meeting of Te Kuiti Borough Council \vru held on Monday night" ac the Council Chambers. Present—His Worship the Mayor (Mr James Boddie), and Crs Lusk, Hetet, Young and Somerville. Half-holiday. —A petition signed by 21 shopkeepers, was received, asking that the statutory half-holiday be observed on Thursdays in each week. —The Mayor said the question had created a considerable amount of interest amongst business people. At one time there was a considerable feeling in favour of Saturday, but that had dropped. At all events they had no evdienca before the Council of the strength of the Saturday movement. He formally moved that the statutory half-holiday be Thursday.—Cr Somerville seconded. —Cr Lusk said he thought it would be a move in the right direction if everybody closed on Saturdays, but as the business people wanted Thursdays it was useless discussing it.—The motion was carried. Building permits.- The Town Clerk reporced that the contractors for two buildings in course of erection had not taken out permits. He asked the Council for a ruling. —Cr Lusk asked the amount of the fees. The Clerk said 253 in one case and 40s in the other.—Cr Young asked how far the work had been gone with at the time the by-laws came into operation. The clerk said in one case nothing had been done on the section, and in the other two blocks had been put in. He understood the contracts had been signed before the by-laws operated. —The Mayor said the position was a very difficult one for the Town Clerk. He was appointed to collect the fees and issue licenses and they must not let the public think he had exceeded his authority. He had been acting on his instructions in these instances and had only done his duty.- —Cr Luks said it was not a question of signing contracts, but a question of common sense. No start had been made on the actual buildings. —It was then moved by Crs Lusk and Young. "Whereas doubts have arisen as to the date at which the by-laws of the Borough of Te Kuiti should come into operation, be it now resolved that all the by-laws are in operation since 22nd November, and that from that date all the by-laws are in force and all breaches of the same will be penalised. —The motion was carried. The Mayor then gave notice of motion that at the next meeting of the Council a permanent Building Inspector should be appointed. Cattle on Streets.—The Mayor said that he thought the Inspector of Railways should be written to in regard to 'making a gate on the inside of the cattle fence, so that cattle could be driven from and to the yards without passing up Rora street. The Clerk would explain to him the nuisance the dust raised by driving stock was to the storekeepers.- —A motion to this effect, moved by the Mayor and Cr Lusk, wa3 duly carried.
