FULL CIVIL RIGHTS WANTED. By Telegraph.— l'ress Association.—Oopyri.sjlit Received December 21, 8.30 a.m. Sydney, Thi3 Day. The Teachers' Conference has discussed a proposal to open schools earlier in the morning. The motion was lost. A resolution was carried in favour of giving full civil and political rights to all persons in the Civil Service.
