ARAPAE ROAD.
Mr W. T. Jennings, M.P., has received the following letter from the Minister of Public Works in connection with the above road:---RE ARAPAE ROAD WAITOMO COUNTY. Sir, —I have the honour to acknow- " ledge receipt of your letter of 9th inst. with enclosure from Major Lu:;k, the honorary engineer of inn County Council, in reference to the above-mentioned road. In reply I have to state that a letter has been addressed to the chairman of the Waitomo County Council in which the expenditure of the balance of the vote for the Arapae road has been offered to that body. If tiie Council is willing to disburse the vote, the first: step necessary is that they should .submit to this office lor approval a Hcliome of worl<3 proposed to lie carried out, and also plans and speeificatoins ol! same. This procedure is by no means a new one as the forms of grant used by the late Roads Department always required, as a first condition, that tin? plana and specifications of the works proposed to be carried out should lie submitted for approval before any expendtiure was taken. It should not take very long to prepare plans and specifications of works totalling only £6OO or £7OO, and directly the plans arc ready and are forwarded tp the Government Engineer for approval the matter will receive attention. As regards the balance of Urn vole about which both Major Lwsk and yourself seem to be in some doubt, 1 have to explain that the amount voted for expenditure during 1008-9 was £IBOO. Of this amount XISB (is -Id was actually expended within the year and the balance has been expended since that date. Any balance left unexpended on the vote of one year and which may be disbursed during the following year has, of course, to be re-voted and is not carried forward as an addition to the vole of the subsequent year as Major Lush seems to think. The vote for l!H)!M() in £2fiOU ami, of course, includes the unexpended balance from the previous year's vote. An amount of .C 1734 9u lid had actually been expended by the Government's staff on the road prior to the account which showed a balance of £6G 6a 4d being made up, and an authority for the expenditure of a further sum of .£lO2 3a 9d remained in the hands of the Government Engineer. These two sums (£l7,' 14 9s lid and £lO2 3s 9d) total to £IB3O 13s ,S'd, and the balance of £603 lis 4d which has been offered to the County Council for expenditure accounts for the rest of the vote.
