London, April 22 The American marines sent to guard the American Legation at Seoul have been transferred to Manila. Newspaper correspondents will be allowed at Mukden on condition that they do not divulge news of the result of engagements or Russian losses. Alexieff demands the withdrawal within three weeks of Chinese troops 20 miles from Mukden, and for an immediate reply to his demands. Cossacks are capturing thousands of Tartar cattle in Manchuria without payment. The Japanese War Office is flooded with applications from volunteers to go to the front. The applicants are of all ages. Many have written their applications in' their own blood; None have been accepted, though, if needed, they will be accorded first chance. It is believed that half a million men will be easily obtainable. Fifteen Knights of St. George constitute General Kouropatkin’s bodyguard. The Russian Ambassador at Constantinople is pressing for payment of £93,000, indemnities to Russian subjects in the war of 1878. This is interpreted to mean that Russia will shortly ask permission for the Black Sea fleet to pass the Dardanelles.
