BRITAIN STANDS TO CHINESE TREATY RIGHTS, THE BOXERS SUFFERING. AMERICAN ATTITUDE. LONDON, Sept 24 Election manifesto of Salisbury insists on maintenance and preservation of treaty rights in China. Li Hung Chang telegraphs that his troops killed thousands of Boxers in Chili province. He predicts Pekin district will be cleared of Boxers in 10 days. Natives decline to return to the city. WASHINGTON, Sept 24 Hill, acting Secy, of State, in despatch dated 23rd, says at the earliest opportunity America will appoint Plenipotentiaries to negotiate for settlement with China. Russians Plundering. OCCUPYING COUNTRY WHOLESALE. LONDON, Sept 24 Cossacks plundered the quarter of Pekin of which they had charge. Six hundred Russian infantry took 150 eartloads of loot from the capital. Advices from Russia show that the whole Transeyan territory in Manchuria has been occupied, while left bank of Amur river has been annexed. Russia has issued a proclamatiea in
which the annexation is described us punishment for attack on Blagovest Chensk. Russian troops are now marching on Mukden, on Trans Manchurian railway, about 120 miles from Porto Niuchwang, which has already been occupied by Russians. Chinese Defiance. COURT WILL NOT RETURN TO PEKIN. UNLESS FOREIGNERS LEAVE. ST. PETERSBURG, Sept 25 Ching telegraphed here that Chinese Court will not return to Pekin until China, including Shanghai, is free of Foreign troops. LATER. JAPAN SUPPORTS GERMANY. TEDIOUS NEGOTIATIONS PREDICTED. ALLIES DISUNITED. AMERICAN TROOPS RETURN TO MANILLA. RUSSIAN DUPLICITY. LONDON, Sept 26 Japan has assented to Germany’s proposal that Ambassadors at Pekin shall designate instigators of antiForeign revolt. Germany insists on punishment by Europeans and favours Ambassadors acting as public prosecutors, leaving verdict and sentence to International Court. Ching claims that the Tsung Li Yamen has exclusive right to exterminate Boxers, and protests against interference by Allies. Li Hung Chang predicts long negotia tions, anticipating divergence of views concerning settlement amongst Allies. American troops, with exception of 1500 left to guard the United Stares Legation at Pekin, have been ordered to return to Manila. Notwithstanding Russian decree ordering withdrawal of troops from Pekin Legation to Tientsin, 2,500 Cossacks are to Winter at Pekin. This is stated to be due to evasive and negative replies received to Russia’s proposal for general withdrawal. Tuan has telegraphed to the South ordering troops to proceed Northward. Anti-Foreign Control. Many Europeans attribute Tuan’s promotion to Presidency of Grand Council to attitude taken up by Govt at Washington. Tuan and Kangyi are absolutely controlling affairs in China. They are substituting their followers lor pto Foreign functionaries. Another Dark Cloud. Native Christians are flocking to Canton in great numbers. Gravity of the situation is increasing. Twenty thousand members of the Triad, secret society, are in the vicinity. Famine is feared in Northern China owing to non-shipmeot of rice supplies.
