Parliamentary Secy, to the Foreign Office has informed Japan that England bolds her responsible for any loss of British life or property through the sinking of the Kowshung. Some 14,000 Japanese troops have been landed at Eusan, on East coast of Corea, and 8000 at Gensan. They arc marching on Seoul, the capital, to meet Chinese, who are advancing from the South. It is expected that China will have massed 60,000 troops by the end of September. China controls northern telegraph lines in Corea, Japan those in the south. Both refuse to allow war messages to be transmitted. Twenty one Japanese warships attacked naval station and arsenal at Weihaiwe harbour, on Chinese coast of Yellow Sea, during absence of fleet, but batteries on land at Lui Kung repulsed them. Second attack by Japanese on naval station and arsenal failed, as did attack on Port Arthur. Large orders for Hour and provisions been sent to New York by China.
