MELBOURNE, May 23 Premier says Dibbs’ Federation scheme is simply impossible, and not within the range of practical polities. Unification plan, Patterson contends, would mean Sydney as the capital, Dibbs us Premier, and some one permanently residing in Sydney as Governor. He also thinks absence of local Parliaments would cause neglect of local wants.
