LONDON, May 7 Imperial Federation Defence Committee been formed. Members include Admiral Golomb, Arnold Foster, Lords Reay and Vaughan, and Col. Morgan. Committee will impress upon Govt the advisability of inviting the Colonies to combine with Britain, and contribute on equable basis to maritime defence in common interest of Empire, each receiving proportionate share in control. Gladstone, in a letter to Leon Save, weilknown French statesman, laments opposition to Free Trade, which he considers a powerful factor in promoting goodwill among nations. In the Reichstag, Caprivi said he had been urged to annex Tonga as an addition to Samoa.
Conflicting reports published regard ing despatch of German warships to Samoa.
Cologne Gazette says Colonial Secy, demands that Germany shall establish a protectorate over Samoa.
