Tlio modq of proeoduro is as follows :— During tlje month of January, enph pommittoo al)all tinnsmit to th(! Ediienljon Board pf tho district, the namen of t>yo persons qualified to bp fliemnqro of tho Board (their written consent ' being first obtoioed;, nnd the ' *Tps<irA Sliiill thcrctipon publicly notify the ' names of such persons, nnd in, such notice shall nlso state tho day on which the plootion of the Board shall be held (winch roust bo on sorap day later than loth March), aud shall nlso transmit to cgch nommittoo ft list of all those persons wljoso naniPS hnvo bcoj^ so transmitted to tho Board. From this li«t each committee sltnll send to thfl secretary of the Board n list in writing, setting forth the full names of not more than nine persons whoso names hnve thus been publicly notified.
