The correspondent thinks that the Roumanians nre sure to carry tho redoubt, and saya that were tlie Russians advancing as rapidly on this side, Plevna would fall before a fortnight, but they seem com* pletely at sea. They have no ideas, no liead, and are waiting for reinforcements, which are arriving slowly and which, when all there? will, hardly more than cover their losses by battle and sickness during tlie last two months. I think history offer . no such example of a splendid army in such an utterly helpless condition. A correspondent at Sangolinco telegraphs that discontent and discouragement aro great it\tbe Russian army. Tho oilicers regard success as hopeless, wbile the bead quarters' staff remains unchanged. No improvement seems likely, and half the army will be invalided sooa after the bad weather sets in.
