TE KAURI NO. 2 DRAIN.
EXPENDITURE OF LOAN MONEY.
DISCUSSION BY HAURAKI BOARD.
At Friday’s meeting of the Hauraki United Drainage, Bo.a.rd, Mr F. L. Hamilton moved, in accordance with notice given, that resolution 284 and 323 be rescinded. Resolution 323 aniended No. 284, with the result .tha.t the decision was tq improve and pick up all available’depth in. the Te Kauri No. 2 drain from the Turua-Netherton rqad to the Willow drain. Mr Hamilton also moved, ip accordance with notice given;— “That the Te Kauri No. 2 drajii be improved by grading back .the spoil ba.nks to ground level to a reasonably safe distance, and! that sft to nothing be taken off 'each side of the drain from ground level from trne flood-gate tq the Turua-jNetherton Roa.d bridge and from the sa’d. bridge to the. Willow Extension drain,; that 4ft be taken off at the bridge, gradually reducing to have an 18ft top at the intersection with the Willow Extension drain, both, corners being hounded Off >n a similar manner to the intersection ;a.t the Te Kauri No. 1 drain. “That 10 per. cent, qf the £15,500 loan, Horahia (1926), be raised.” Mr Thompson seconded. Speaking to his motions, Mr Hamilton said that while he< did not wish to deprive the Kapuarahi district of its share of the loan monfe-y, the recent floqd had showji the u<eed for .what he advocated-.
Mr Millen expressed a desire to know the financial position. To (enable to. be done he proposed moving asi . lows:— ’
“That the unexpended, balance of ’ the £15,500 loan be allocated to the three, oraghial subdivisions on a valua- 1 tion basis, such allocation, to be taken '■ in conjunction with the amount, al- . .ready expended sq that a fair and . equitable dsitribution of the whole loan can be secured to the respective subdivisions ; but where, in the opinion of the bqard, any subdivision re- • ceives direct b'qneftt from ap adjqining subdivision, an amount equal to such benefit shall be determined by the board.” Mr Kneebon|e. seconded.
Mr Miller, pointed out that Mr Hamilton’s work was consistent with his motion, as it concerned the loan money.
Mr Hicks suggested deferring the work advocated by Mr Hamilton uptU such time as the existing works were ■tried aut. The resolution to revoke the resolution 284 and 323 was defeated only Messrs Hamilton and Thompson supporting.
Accordingly, the motion regarding the amended work was withdrawn, and Mr Miller’s motion concerning the distribution of the unexpend’ed Iqan money was discussed.
This was strongly supported by Mr Kneebone, who had previously advocated a distribution.
A long discussion ensued oi£ the expenditure. qf the loan money, and it wqs pointed out that now the loan was becoming exhausted it was desirable to make an allocation.
Mr Hicks opposed this, contending that there was ample moniey for all requirements. The present board ha.d proved itself to be fair to all areas, and he wauld prefer to see the money spent where ifequired. The loan, had been raised oyer the whole area, and it should not be divided up qow so that some areas might be cut short while other areas had an unexpended balance.
The motion was carried op, 1 the votes of Messrs Miller, Murray, Kneebone, and McDuff.
Mr McDuff advocated that the Opau area special loan of £1450 should be taken over by the board.
Mr Hamilton objected, conteciding that all special loans should be ta,keii over, to be fair, and equitable.
Mr McDuff moved that legislation be promoted to permit the board to takieqver tihe Opou loan of £1450 and make a charge on the Horahia loan qrea.
It was decided to obtain the advice Qf Mr E. L. Walton on this quesition, and alsq on the question of spreading the Hauraki Central lean of £lOOO over the old Hauraki are?.
