PLAINS COUNTY.
INSPECTOR’S REPORT. WORK FOR THE MONTH. The newly appointed inspector for the Hquraki Plains, County, Mr W. White, reported at length to the co'unc'l on Thursday. He drew attention to tlie peed for having notice; boards erected to show the sjpeed. limit through townships. An electrical device for the control of speeds would be in use in the- near future. The- inspector drew attention to the, lack of facilities for weighing heavy motor lorries.,' and he urged the provision'of load, meters.
Three hundred circulars on hog registration ha,d been /issued, with satisfactory results. Several btiikling permits had been issued, but houses were Joeing built without permission. Owing to special circumstances a stem- warning was recommended. Of the four billiard saloons, visited only one -had been found to be' registered.
With reference; to noxious weeds;, ■Mr White pointed out that he had not yet been appointed an Inspector under the Act. Permission to use a motor-car instead of a motor-cycle was; sought. The question of allowance would not arise’.
The inspector reported in. detail on the detection of a -motor lorry with an excessive load, and unlicensed ’> an unlighted bicycle-, and';a,n unlicensed motor lorry carrying passengers, and! in each case recommended that, prosecutions be proceeded with. It was decided that the notice boards be erected.
With reference to the load meters, the, inspector mentioned that experience. in other counties had proved that the cost of the' machines would be recovered in a short time. The machines gave evidence- that would be accepted by a magistrate.
On the motion of Cr. Madgwick the purchase of a pair of load-weighing machines was authorised.
The matter of prosecuting offenders under the by-laws was left ent'rely to the inspector. Permission was given to the inspector to use ,a car instead of a motorcycle. Explaining the system of electrical control of motor speeds, Mr White said that, when a car entered the measured length an inspector pressed a switch which set a buzzer going at the fur end, and also set two stopwatches going. On the car passing out of the; trap the other inspector would .switch off the buzzers and stop the .watches. He proposed! serving notices immediately motorists were caught, exceeding the limit, so that they’ would have a chance of defending themselves. The appointment- of Mr R. H. Cameron as- noxious weeds.- inspectoi was (■•incelled, and it. was decided to ask the Department of Agriculture to appoint Mr W. 'White inspector for the county.
